Context

• The deteriorated humanitarian situation in Port-au-Prince remains the same due to the violence of armed gangs who continue to kill, rape, torture, and loot. As a result of the violence, many people have been forced to flee their homes and stay with host families, seek refuge in churches or schools, or move to displacement sites.

• During November-December 2023, armed attacks took place in Tabarre, carrefour, Cité Soleil, affecting several neighbourhoods. These clashes resulted in the displacement of approximately more than 3,000 people.

• According to the IOM DTM, more than 330,000 people are displaced across the country – 56% are women and girls.

• The recent assessment and safety audit conducted by UNFPA partner teams in Port-au-Prince revealed that risks of violence against women and girls within some displacement sites remain high. These relate to risks when women are going to collect food, water and firewood; overcrowded conditions; and toilets that are not separated by gender and do not have adequate lighting. There continues to be huge needs for access to safe water, food, protection, and health care.

• A hospital supported by UNFPA in Cité Soleil has been attacked, part of the hospital was burned down. GBV and SRH service provision was suspended for several weeks.

• The border between Dominican Republic and Haiti was partially open on 11 October 2023. It had been closed since 15 September 2023. This impacted the implementation of activities and delayed the delivery of procured items and supplies – medical supplies are procured from the Dominican Republic.

• In October, the UN security council announced the deployment of a Kenyan-led multi-national security force to support the Haitian police. A total of 1,000 troops will be deployed by the first quarter of 2024. The situation became even more complex with the arrival of the security support mission.
