Born in Montserrat on October 16, 1940, Leevy, with Dominican roots, moved to Dominica at the tender age of four and went on to etch his name in the annals of the country’s educational history.

His intellectual pursuits took him beyond the island’s shores, earning him an Honours degree in geography from the University of Delhi. He further honed his skills through postgraduate studies in Public Administration in England and the United States.
