Context:

Under the overall supervision of the Chief of Mission (CoM) and the direct technical supervision of the Regional Health Assessment Program Coordinator (RHAPC), the Migration Health Coordinator (Health Assessment Programme (HAP)) will be responsible for carrying out the following duties and responsibilities in relation to migration health assessment in Albania/and in Europe and Central Asia Region (ECA).

Core Functions / Responsibilities:

  1. Organize and implement all activities related to IOM Health Assessment Programme (HAP) and related clinical operations in Albania/ECA region including health assessment, medical history interviews and form completion, physical examinations, immunization and testing services for IOM beneficiaries including refugees, special immigrant visa applicants and other type of migrants. Provide inputs for the development of operational and budgetary proposals for clinical operations, participate in the recruitment and training of relevant staff, and assist in developing standard operational procedures as required.
  2. Maintain a system of quality improvement for each clinical service area and recommend changes to systematically support regular quality control activities. In close coordination with IOM and non-IOM Panel sites in Albania/ECA and the migration health programme team, facilitate reporting and management of refugee and immigrant data, including reporting of incidents according to the Guidance Note for Incident Management.
  3. Collect, process, and analyze migration health data according to established guidelines and systems (MiMOSA, eMedical and others). Ensure data quality. Provide periodic, as well as ad-hoc, reporting on clinical operations.
  4. Work with relevant partners including non-IOM panel physicians, government counterparts, UN agencies, international organizations and relevant stakeholders.
  5. Check that only authorised IOM and non-IOM panel sites are engaged in provision of health assessments in close coordination with regional MHD hub, bring issues to the immediate attention of the supervisor.
  6. Provide technical and administrative inputs to support additional public health interventions, including emergency response and community health operations as required by the Mission/s. Such interventions may include supporting surveillance for communicable diseases, outbreak preparedness and response, vaccination, health education and health promotion, public health services for host communities, and support to border health teams.
  7. Facilitate the procurement of medical equipment and supplies for clinical operations in close coordination with the mission’s Resource Management staff and RHAPC. Maintain and monitor inventory, recommend purchases and replenishments, and follow up on and ensure sufficient stock. Check invoices and certify medical bills.
  8. Take part in coordination meetings, workshops, training events and conferences at the field and district level related to migration health, if required.
  9. Ensure the efficient daily operations of health assessment activities, in close coordination with RHAPC.
  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Public Health, Health Sciences, Social Sciences, International Relations, Law or Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in migration health and/or public health topics of international concern; previous experience with IOM an asset;
  • Experience in the area of pre-departure health assessment activities; and programmes for delivering health care to refugee and migrant populations; and,
  • Experience in coordinating health programs, producing high quality analytical reports, policies, guidance, instructions, and developing standard operating procedures (SOP) highly desirable.

Skills

  • Excellent writing and communication skills and the ability to maintain effective working relationships with teams, government authorities, national and international organizations, and other partners;
  • Ability to interpret information, identify and analyse problems.

Languages

IOM’s official languages are English, French, and Spanish, all staff members are required to be fluent in one of the three languages .

For this position, fluency in English is required (oral and written). Working knowledge of either Albanian, Dari, Pashto, Polish, Russian, and Ukrainian languages is an advantage..

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Duty stations will be Warsaw, Poland and Tirana, Albania.
